I see a number 4 on the plates. Is there any kind of maker's name or a logo on it?

It looks to be some type of shear and the plates press together. Also has the trough to catch thing on the lower part of the tool.

what appears to be a shear plate has a patina like its made out of or coated in brass to me.
the crank seems to go through the middle so whatever it makes couldn't go all the way through easily.
maybe for cutting paper or leather

side views might be helpful. looks like two plates which are fixed and the screw handle adjust the spacing, then a third plate between them which is moved up and down by the cross bar. The shape of the plates must tell us something, but I have no idea what. Pretty neat piece of machinery, though!
